Suppose if i did 10th Board twice from different state with year gap then can i apply for govt vacancies with both certificates also with year gap? Example: "Group D in 2017 with old 10th certificate" then "Group D in 2019 with new 10th certificate"??

You haven't mentioned the reason why you study 10th twice. Even if you study 10th twice from 2 different boards, you cannot use both the certificates. You have to use the latest one. Using both certificates will be a case of malpractice and fraud and you may be held in contempt.
