It depends upon the category of your candidate so as per the latest available guidelines provided by NTA National testing agency who hold the JEE mains and advanced entrance exam for year 2019 there are some eligibility criteria for josaa counselling
So here we are mentioning minimum eligibility criteria for josaa counselling 2019
Candidates must have qualified JEE
Advanced 2019 entrance examination
Candidates applying for admission
through JoSAA must have secured a
minimum of 75% aggregate marks in
their Class 12th or equivalent
examination. Relaxation of 10% will be
offered to candidates belonging to
reserved categories. Thus, SC/ST/PwD
category candidates must have secured
at least 65% marks in qualifying
examination
So if your candidate is from general category and having it's 12th percentage less than 75% so he cannot go for josaa counselling unless he is from other
