It is okay to clear some blemishes. But if you have moles and birthmarks on your face, it should be retained as it. Because this is matched at the time of examinations and also the data is retained. Little bit clearance is okay but your passport size photo must be clear enough, without much light on your face and must be recognizable with the given size.
