Don't worry. You can appear for the counselling process even now. If the category provision is not approved, the candidate is automatically counted as a general category student. So you will be alloted seats from the general seat pool. Just go ahead with the formalities, and since you cannot apply for OBC quota, you just have to provide the basic necessary documents and you will be alloted a seat based on your rank. If you still want to clarify, you can refer to the official website of JoSAA or search for their contact number or email id and address this to them.
