I hope you are doing good. Now coming to your query, Your question is quite inappropriate as you didn't mention which counseling you are talking about whether it is NEET, Engineering or any other counseling. Nevertheless, If it is Online counseling then you have to select few colleges in the website they provide you  in which you want to take admission or If it is Offline counseling then you have to go to the center mentioned by government or Institution for document verification and to choose colleges in which you want to take admission as per your priorities. In both cases based on your rank and reservation (if applicable) they will allot the college you could get for your rank.
