Dear Sir / Ma'm, in such cases it might be a case of server error or due to too much traffic in the network. It is advised you try to register at a little odd time that is when the number of people accessing the website would be comparatively less. Or you may also go to a cyber cafe and try from the desktop over there as sometimes, working from a mobile phone doesn't help.
