university can matter in job for engineering

basically to get a job in any government or private organization, first of all they looked in to whether your university is recognized or not, secondly they noticed your academic score, thirdly they observe your stream related skill, extra curicular activities, if you have knowledge on cutting edge technologies or not. so basically after studying from a well known institution if your academic and knowledge of that particular area is not good, you may not get job.

The college you're holding a degree from is as much important as your performance. Colleges like IITs, NITs and some IIITs can be considered way par above than other private and govt. Colleges.
For example the lowest package in CSE department of Bombay IIT is 18 lakh per annum while in most of the college the highest package don't go that much up. So, your university is important as well.
