we belongs to Tamilian cast certificate bc from tamilnadu. but studying from beginning is Telangana on basis of quata which state we applicable

For the 15% All India quota, you can select any state i.e your home state or where you have been passed class 12th for the counselling process. It is as per the recent instruction from NTA. So, you can fill any state i.e Tamil Nadu or Telangana for 15% AIQ counselling.
