What are my chances to get a b.arch seat in Chandigarh college of architecture with jee crl rank 5993 and obc-ncl rank 1748 in jee main 2019

Pretty low i would say, unless you use your obc rank. I do not have information on that unfortunately.
But last years cutoff rank for outside chandigarh category was aroumf the rank of 2500. So you shluld have a look at other colleges to be safe
