If you have been alloted a seat in 1st round counselling, if your rank is good, there is a good chance of getting a better college in 2nd or further rounds. Often this may not happen as chances are low if your rank isnt very good as per the cutoffs of the next higher college, but there is no harm in waiting for a better college, because once you get a seat, you can choose to freeze it anytime or not. You dont lose out on the previous college seat.
