Dear Raj, you havent mentioned your Category. Neverthless, in 2018 under All India Quota an All India Rank of 183 secured 645 marks and secured a seat in UCMS Delhi. This is for General Category. The marks were further less for OBC Category. Having said that, cut offs change every year and are dependant on various factors like no.of seats availble, no.of candidates appearing for the exam, top NEET score and difficulty of the exam. With a rank of 165, you have a decent shot at this college in Round 2.

As you have mentioned that your neet AIR is 165 which indeed is a good rank...
Well, if we look over previous year's cutoff for University College of medical sciences, Delhi then you have good chances to get the college in the 2nd round with your AIR.
