No, students belong to Jammu & Kashmir, Telangana and Andhra Pradesh cannot participate in AIQ as they can only apply for their state seats only. Apart from this, you can also participate in private colleges of other states but not all states allow the non local candidates or students who are not keeping domicile of that particular state to apply for their state seats like Maharashtra so you need to check the eligibility as the criteria varies state to state. With regard to your query on participation in other states, you are eligible to participate for the counselling conducted by private medical colleges in other states as the 15% All India Quota rule which excludes Andhra Pradesh, Telangana and Jammu and Kashmir candidates is applicable to seats in Government colleges only. There are only three states - Andhra Pradesh, Telangana and Jammu and Kashmir - which have opted out of offering the 15% All India Quota (AIQ) seats in medical and dental colleges. This means that students from these 3 states are eligible for 100% of the medical and dental seats offered by the state government and private colleges in their own states. However, students from these states are not eligible for admissions to the 15% seats offered by other states.
