Dear Ansari, in your case as you have completed your +2, your highest qualification remains +2. Though you chose to drop a year, as you haven't joined any college, you should fill in 02 as your qualification code. Improvement exam is for those who passed their exam but are dissatisfied with their marks. So your code will remain 02.
