According to the Medical Council of India's guidelines, if you are allotted a college in Round-1 and you let that seat float then you will be eligible for Round-2.
For Round-2, you need not register afresh since you have already registered before Round-1, so you can directly go ahead with the choice filling part.
Before Round-2, you have the option to modify the choice of colleges that you had filled before Round-1. You can interchange your choices moving a certain college up in your list or you can even change some of your choices.
Re-ordering your choices means to modify your priority of colleges in the choice filling list.
