Ordering of the choices you fill, puts the college of your first preference at the first and the college of your least preference at the last, which means that during the allotment of a seat for you, the college you prefer the most will be given to you first (provided you have crossed the cutoff marks and rank).
So when you are cancelling a seat, and refilling your choices, you get to re-order your choices.
