What if my jee rank is better then opening rank can i got a college then?

Please give the information correctly,it's difficult to interpret what have you written.
But since you have a rank better than the opening rank,so i am presuming that the opening rank which you are talking about is the opening rank of any college or the cutoff rank for a college.
Congratulations,
Yes if you have crossed the cutoff rank for a particular college,then it's good,attend the counselling and get admission in whatever college you want.
But if you have just crossed the cutoff,then i'm sorry,you will have to be satisfied with whatever college/branch you get since with this much rank you will not be able to get a seat in any good NIT/IIT/GFTI.
You may try your luck and attend the counselling.you may get something you never expected.

If your Jee rank is lower than previous year opening ranks of colleges then maximum chances is that you will get admission on that college .
