Yes, if your rank is less than previous opening rank of a NIT then you have great chance to get into that NIT this year.
For being in the range of the previous cutoff your rank should be below the closing rank of that NIT.
Example- if the opening rank of a NIT is 500 and closing rank is 1000 then anything below 1000 has a chance to get into NIT.
