HELLO ASPIRANT,
For being eligible for state counselling for particular state you must be studied in the same state for at least ten years. If you have that study certificate, then yes you are undoubtedly eligible for the counselling. My advise is while counselling process take your all identity proofs and certificates cautiously. Hope all goes in right manner.

Yes, according to NEET PG guidelines a candidate is eligible in his state of domicile and the state in which he has done MBBS. So, you are eligible in Andhra Pradesh for state quota seats.
