No matter what, you have to abide by the rules. You simply cannot ignore or avoid fulfilling the basic requirements for the Counselling Procedure. You have to and should complete the formalities of the Counselling Procedure in order to complete your Counselling.
Definitely you cannot go without a photo. Do as per asked and required. Do not do anything out of your wish and mind.
