Dear Aspirant,

If you are talking about the seat distibution for selecting colleges on state quota basis , 70% home region means that 70 % of the seats will be given to the students who belong to that state and the rest 30% of seats will be open for all India admissions.

For example,if you are choosing a college in Maharashtra 70% of the seat is reserved for students staying in Maharashtra and other 30% can be filled by students from all over the country.
