What is cut off rank means?.....

The student who selected the last available seat before the seats got exhausted, holds the biggest rank in that branch, and that rank is the cut-off rank for that branch/college.It indicates the minimum qualifying percentile, which aspirants must score to take up admission.

Cutoff rank is same as closing rank. It is the last rank for which a student get some course in some college.  Suppose, there are 60 seats in CSE bombay, and every topper except few took admission in CSE bombay. The last seat was occupied by a student ranked 70, . Then the closing rank/ cutoff rank is 70.

Similarly cutoff marks is the crossponding mark of  that 70th ranked student.
