Dear Bhupinder, The mop up round is conducted by DGHS for Deemed and Central Universities in All India Counselling and in State Counselling, it is conducted by Respective State Authorities. . In the mop up round the net vacant seats due to non joining, non reporting from Round 2 will be published in the seat matrix and eligible candidates will be allotted seats according to choice and merit.
Who are not eligible:
Candidates who have joined in Round 2 of Deemed/Central Universities are not eligible.
Who are eligible:
Candidates who are registering for the first time
Candidates who have registered but havent been allotes seats in Round 1 or Round 2
All those Candidates who are holding a seat from Round 1 or Round 2
Defense Reservation is available only during State Counselling and mop up round in State Counsellings is conducted by respective authorities. If you can help ymus with the State you belong to, we can help you with the prospects.

In the mop up round all the seats that are left vacant due in all the central colleges,  deemed universities are alloted to students according to their marks.

And students can give a fresh registration if they have not participated in the first and second round and for those students who have participated in the first and second round just have to go for upgradation option.
