First up, OBC is divided into two sub categories: OBC-NCL (OBC- Non-creamy layer) and OBC- CL (creamy layer) or simply OBC

The non-creamy layer certificate has to be submitted by OBC candidates for availing benefits like reservation and fee exemption, etc. The non-creamy layer certificate implies that you don't belong to the higher-income OBC families. If you belong to higher-income group, you will not be eligible for benefits like reservation; it is because your financial condiction is good.

On the other hand, if you belong to non-creamy layer, the yearly annual income of your parent is limited. The government has provisions to help such families from limited income group who belong to OBC category.
