Hey.
State quota means the quota or a certain percentage which is reserved for the candidates belonging to a particular state according to theit domicile criteria. Where as the All India quota means the quota/ percentage for candidates from anywhere All over India without considering their home states/ domiciles.
For example in the NEET exam 85% seats for all the medical colleges in a particular state are reserved for State quota ( Candidates with domicile of that state) and the rest 15% is for candidates from any part of India.
