what is the last date of payment of counselling fee for APEAMCET-2019

The last date has been gone as the councelling has been ended on 5th or 8th july 2018. You should try some other way to get into some other colleges as the councelling has been done now. Go and try somewhere else. It happens as the time for last date was changing all the time so keep an eye on it.
