The mode of teaching in these states are different. If you are opting for a good college then their medium will be English. Don't forget to select colleges where students from across the country are studying. You will be able to follow the language and find your things easy.
But if you select a small college then their medium of teaching will be in their mother toungue or regional language. So you will find it difficult.
So make sure you select good college. Check whether the college has AICTE approval and accredition. If the college is acccredited then don't worry. You can join.

Its better to stay in kolkata
But without English you will find difficult to do engineering. English is also must to get placements and in your future. You can join Spoken english classes to increase your knowledge on English.
