Hi,
URNC refers to unreserved non creamy category . This category applies to all those candidates who belong to unreserved category but their family income is less than 6 lakh per annum. On fulfilling the criteria, they are given reservation under this category.

Yes, it is similar to ews category. If you have an ews certificate, it will do the job.
