What is virtual vacant seat ?? Is it advantage for us to choose that collages

Virtually vacant seats are those seats which have been allotted to students and they have reported their as well but they have chosen to get an upgraded seat in next round.
So if they get an upgraded seat in round 2 then their seat will get vacated and will be allotted to other candidate so still these seats are not vacate but they can get vacated if these students get an upgraded seat.
