Hey Aspirant !
There has been no mention about the Stamp Papers' Rupees with which the Bond has to be made. So, you can simply use any of the available ones within your reach.
The Bond won't be taken by the college just at the time of Document submission, you can even submit the bond 1 month after the beginning of the classes.
On a personal note, I am currently a student of NRSMC&H, I made the bond on a Rs. 10 Stamp Paper and there were no issues.

The typewriter guy would himself get it notarized it for you at a cost of Rs. 120-150

According to my information ,If there is no special mention, for the bond of medical discontinuation 200 rupees bond is generally taken.This is according to mist of the formats in which the bond is made.
Also this would be confirmed when you go for the thing of this bond where the person would tell you the amount of bond to buy.
