Both of these are fairly good colleges in terms of infrastructure, faculty and placements. However, the courses you have described are pretty different in approach and understanding. CSE focuses on coding and software whereas Electronics and Communication Engineering is related to semiconductors, power transmission and circuits. So, choose what field interests you and make the best decision. Because in the end, your course will definitely matter more than your college.
