Dear Shivam,
I suggest you fill the form again as you haven't paid the fee so your application is not completed or submitted to the official server. SOmetimes many things happen with the internet or to the webpage or to the website you are accessing when several other users are accessing it to so, try to fill the form at night if at the day you are facing this problem again.
