Hi,
Well as soon as the complete counseling process of second round is completed, a thorough lookup is done to see how many setas are still vacant under 15% AIQ. Those seats are then directly reverted back to the state quota authorities to add in state quota counseling. AIQ never has mop up round of counseling. There are only two rounds of counseling and that's it.
