Dear Navin, for CMC Vellore, you need to fill up the registration application before appearing for NEET. The applications have been released online on February 14th and the last date to fill in the application forms is March 26th. Lady Hardinge is a Women's medical college and you cannot apply for this college. Manipal Medical college has opened its online registration form and you can fill up the form at: https://apply.manipal.edu/mu/admission/login.html

Dear Navin,

You don't have to fill any registration form prior to NEET because you have to put you NEET score while filling the form of medical colleges and with that score of NEET they will generate the merit list and call you for the counseling.
