Mop up round is the final round of a counselling process. It occurs during both state quota counselling process and All India Quota counselling process. Usually what happens is that the seats left unoccupied even after the mop up round of state quota counselling are converted to Management quota or All India Quota.
So, you can participate in the mop up rounds of both the state quota counselling and All India Quota counselling.
