Which college I will get in UPSEE on rank 35243

At this rank you cannot get any good government college.  Neither you can get aided colleges nor a good private institute.

I suggest you to go for any private college which is convenient to you in terms of location and fee structure etc.

But if you are a general candidate , i must say that you do not have chances for core branches in government colleges. But hope for the best !
