which is better cse of st thomas or ece of haldia?

Both of the colleges are quite good and of similar pattern. But if you have to differentiate then I would say its better for you to go for CSE in St. Thomas because in most of the colleges in westbengal the offered packages for ECE isn't that great. Also the number of visiting companies are not a lot in ECE as compared to CSE. SO if you wish to get into a course with more probability of having a good job with good salary then I would recommend you to go for CSE.
