Hope you are doing well. Regarding best engineering colleges in India, IIT always holds the first place and it is followed by NIT. It maybe any of the branches. These two colleges are the first choice of any recruiters of the prestigious companies. Apart from IIT's and NIT's, there are some private colleges as well which are well known for CSE. They include VIT Vellore, Manipal Institute Of Technology, BITS Pilani, and many others. I hope you got the point after reading this answer.
