which is the best place to study Delhi or Dehradun and why?

It depends on the fact that where are you getting a good college. I'm myseld from new delhi and got my college in Dehradun. Both the places have their own vibes. In delhi, you will have more of arts and commerce centred colleges in DU. While in dehradun, mostly colleges are for technical and management courses. Dehradun 's college life is really commendable, the naturalistic campus all along the beautiful lines of mountains, mussoorie just a few kilometres away. But delhi has its own charm. You'll have much more learning opportunities for your professional life as conpared to dehradun. Anyway, i'll just say wherever you find a college with good academics and placements, just stay there.
