When the competition is less, higher ranks are seen on lower Marks. As less students go for WBJEE,than JEE Mains competition is obviously less.110+ would do. It will get you an under 1300 rank. For a seat in Jadavpur University you need to get under 500 rank if you are a general category student else an under 1000 rank should do for departments like chemical engineering and industrial engineering in the TFW(Tuition fee waiver) category. Jadavpur University is the best college you will get under WBJEE. Apart from JU, the cutoff ranks are not so high. WBJEE is easy as compared to JEE mains.
