Special round or spot round is conducted by CSAB. Due to reservations system, the seats are divided into these categories. And after the counselling of JOSAA whatever seats are left our that are filled with CSAB round. The rank used for then are general rank, but the specific seat are alloted only to that category students.
Let me give you an example-suppose a college has 200 seats of 100 for CSE and 100 for Mech, and let the reservations be as follows- 27 for OBC, 15 for SC and 8 for ST in each discipline. Suppose, the vacant seats are 5 for OBC and 2 for SC in mech and CSE is full. Then during counselling by CSAB, they will use your general rank for seat allotment, but the 5 seat will only be given to OBC and 2 to SC. And not to any other.

Joint Seat Allocation Authority (JoSAA) is going to conduct the counselling process for admission into NITs, IITs, IIITs, IIEST and GFTIs from tomorrow i.e. October 6. After JoSAA counselling gets over, Central Seat Allocation Board (CSAB) conducts special round or spot round counselling to fill the vacant seats which are leftover after JoSAA counselling in NIT+ system only. For the process of seat allocation only Common Rank list (CRL) and NOT category rank is considered in special round counselling. Usually it is conducted in altogether two rounds.
