Dear Aspirant,
Ranks are considered in accordance with the type of seats you are applying to. Suppose if you are applying for an OBC reserved seats then your OBC rank will be considered. If you are applying for an open seat then your AIR will be considered. If you are applying for a state reserved seat then your state rank will be considered.
