Which states are allowing all students (even without domicile) to participate in counselling for all India reverted seats in NEET?

Individual states allow their domiciles to participate into counselling. The definition of domicile for each state is well defined in their prospectus. The only counselling where canddiates from all states can apply is ALL India NEET counselling which is conducted by DGHS for 15 5 quot. a seats and also for deemed and central universities.

Students cannot apply for all states as you can only go for your domiciled state colleges as there is a requirement of domicile in mop up round.
