Dear Varun, if you are considering pursuing your Masters abroad, taking a Language Proficiency Test is one of the pre-requisites. It might be IELTS or TOEFL but taking these tests is mandatory. There is no exception to that. So if you are searching for a University that has affordable fees but doesnt want either IELTS or TOEFL, you have reached a dead end unfortunately.
