Hi,

You can apply for mop up round of all India quota if you have participated in first and second round of counselling of all India quota.

And also you can give a fresh registration to the mop up round. But if you were alloted a seat in previous round and you rejected it by not taking admission to that college  and having upgradation then you can't have a  chance to participate in the mop up round.

There is no specific eligibility criteria for mop up round. Candidates who are registering for the first time, Candidates who have not secured a seat in Round 1 or Round 2 and all Candidates except those who are holding a seat from Roumd 1 or Round 2 are eligible for Mop up round. The net vacant seats lying due to non filling, non reporting of Round 2 will be reported in the seat matrix and eligible candidates will have to submit fresh choices and the allotment will be published based on choice and merit.
