The total number of seats in IITs are around 10,000 and the number of candidates who qualify JEE Advanced are around 25,000. So obviously, people with ranks above 10,000 have fewer chances of admission and people with a rank above 18,000 mostly do not get any IIT.

Definitely no. Generally around 33000 students qualify jee advanced and only 12000 seats are there in IITs. So qualifying jee advanced does not imply that you will get a seat in IIT. But if your rank is under 8000 than you will get a seat.
