Will I get admissions to NIT if my JeeMains percentile is less than cutoff ... very near to cutoff

Yes, you may get a seat through your Home State Quota if there is vacancy in your Home State NIT. But don't expect to get good branches as you can only get the branches that have a higher opening and closing ranks. But in total chances are low.
