Will my domicile certificate of 2017 is applicable in 2018 counselling? Or I will have to get a new domicile certificate this year.

In some state the validity of domicile is life time but in some state validity can vary from 3 months to 6 months to 3 years.

Each state has their own regulations regarding the validity of domicile certificates and if in your state the validity is for 2 or more years then you can use it this year too.
