A litmus paper us neither acidic nor basic. So the red litmus paper will turn purple when dipped in Distilled water. A litmus paper when dipped in a test tube of Basic solution, it will turn blue due to its basic properties. The remaining tube which is Acidic will retain the litmus paper colour as red. So to just answer your question:
- Litmus paper dropped in Basic solution will turn blue
- Litmus paper dropped in Distilled Water will turn purple
- Litmus paper dropped in Acidic Solution will remain Red
