As you have stated that you have got 62.5 Marks in HPCET and you belong to OBC category.  Now the cutoff for an OBC candidate to get a seat in HPCET is 15% which is 42 Marks. So can appear for counselling.  Also you have got good Mark's

If you belong to the general category, you have just made the cut-off to qualify for counseling in the HP CET, but you may find it tough to secure admission in a particular branch or college since your rank based on merit will be very low.

Jee main qualified students have to register in order to participate in the counselling procedure However the candidates who have qualified HPCE can directly sit in the counselling prrocedure and seat matrix is 50% for the Jee main candidates and rest 50% for the HPCET qualified students
