Hey Sanjeev, HPCET's counseling does on 2 bases. On the basis of your jee mains score, and on the basis of your Board result. So don't bother about your 12th boards marks, but go for counseling with your jee mains score. And best of luck for that.
With these marks, you have a lot of options including both governments as well as private colleges.
However, if you are looking for only government colleges, then you have to compromise with the branch which is not recommended.

According to ur hpcet marks u can get admission in any govt college
But u have very less chance of jngec sundernagar
As I have also give jee I got just 83.617
And in hpcet only 88.5 I have nohope of just to have government college
Registration of HP CET will commence from the first or second week of June.
The exact date has not been declared yet.

The following is the expected schedule of the HP CET counseling:
1. Counseling Registration starts from the first week of June
2. Counseling Registration ends at the last week of June
3. Receipt of hard copy of application form through email should be sent before last week of June.
4. Document Verification will commence in the last week of June where you have to reach the required place and bring all the necessary documents. These includes:
I. 12th and 10th Mark Sheet
II. HP CET Score-card
III. Character Certificate
IV. Domicile Certificate if applicable
V. If you are from a reserved category then should bring all the required documents for it as well.
5. Counseling will start from the second week of July for the qualified HP CET candidates.
Note: You must be present during document verification and should bring all the necessary documents. On failing to do so, you will be disqualified from the further processes. So, keep checking about it regularly.

As you will be knowing that the counselling of HPCET will be conducted in offline mode by the authorities. Candidates will have to be physically present for the counselling process. During the counselling process, the candidates will be called in and allotted according to their rank.
*Separate merit list will be prepared for JEE Main and HPCET qualified candidates and similarly the counselling will also be conducted separately (Round 1 for JEE Main and Round 2 for HPCET). 50% of the total seats will be filled by JEE Main candidates and the rest 50% by HPCET candidates.

*A non-refundable fee of Rs. 3000 has to be paid by the allotted candidates. The payment can be done using credit or debit card through Point of Sales (POS) Machine. A demand draft (DD) can also be drawn in favor of the Finance Officer, H.P. Technical University, payable at Hamirpur.

Himachal Pradesh Technical University will be conducting the offline counselling of HPCET 2019 tentatively in the first week of June. However, registrations for HPCET 2019 counselling will commence tentatively in the first week of June. HPCET and JEE Main qualified candidates will have to register to participate in the counselling procedure. Since HPCET Counselling 2019 will be conducted in offline mode, the candidates will have to be present physically at the venue.
Firstly, the candidates will have to register for HPCET counselling 2019 by submitting their valid user ID, password and form number. Selection of preferred course and generated of password has to be done by the candidates. After successful registration, the candidates will be able to check their registration number.After the payment is done, the candidates will have to take a print out of the filled application form and send it to the below-given address.

HPCET is conducted by Himchal pradesh technical university to provide admissions to students in government colleges who have scored good score in HPCET. It doesn't consider JEE marks for admission. As you belongs to general category you won't able to get seat in a good government college. But you may get seat into many private colleges based on your jee mains rank
