You can get  by showing your community certificate and  EWS , your income certificate. community certificate must be submitted and the 10% reservation will naturally happen.  

But you can claim it during the counselling session to make sure you can avail the quota .

There are too less chances to get government college by these marks. You have scored 45 marks in hpcet, that's not very good to get admission in any good government colleges. I am not 100% sure on this, but wait to come categories wise cutoff for colleges then

Hey Sanjeev, HPCET's counseling does on 2 bases. On the basis of your jee mains score, and on the basis of your Board result. So don't bother about your 12th boards marks, but go for counseling with your jee mains score. And best of luck for that.

With these marks, you have a lot of options including both governments as well as private colleges.

However, if you are looking for only government colleges, then you have to compromise with the branch which is not recommended.
